1994 Chrysler New Yorker seat belt

The driver's side seat belt will not retract. After taken off the cover at the bottom of the door, I was able to pull the belt upward. It did fasten and when released it retracted. However trying to pull it back to fasten it again it locked; I have a loose belt that does not tighten.
If I again pull the belt from the bottom part of the door, I can get it to retract back and forth until I release it; then it locks again.

Retractor is broken not repairable either buy new or salvage yard. Matching color might be difficult unlees it is black.
