water pump and timing belt

I have a 2000 chrysller lhs, it cranks but the engine won't start, looks like my water pump is bad, should I replace my timing belt also. I smelled like fluids and I saw some smoke comming out of my tail pipe before the engine died. could that be the water pump ?

Smoke from the tail pipe, if it was white smoke, you may have a head gasket, or warped head problem, get a compression test, and block test.
