I have a 2000 chrysller lhs, it cranks but the engine won't start, looks like my water pump is bad, should I replace my timing belt also. I smelled like fluids and I saw some smoke comming out of my tail pipe before the engine died. Could that be the water pump?

Smoke from the tail pipe, if it was white smoke, you may have a head gasket, or warped head problem, get a compression test, and block test.
