1999 Chrysler LHS 6 cyl Front Wheel Drive Automatic

Why is the car hard to turn when making a left turn. When turning right the car is fine. It is only hard to turn when turning left, and it is not making any noise.

If the P/S fluid is full, it sounds like the Rack and pinion is going bad.
