1997 Chrysler LHS Engine won't turn over

In the past 9 months, this is the 3rd time this has happened. My car engine won't turn over... the lights, radio, etc. still works during this time. But I can't get the car to start. If I wait about an hour, it is fine. What could this be?

check the starter relay and starter
you may need to replace the starter
