So what is the problem? Am I safe in assuming fuse # 20 is blowing? And does it blow right away or while you're driving?
If it blows right away, unplug the various items, replace the fuse, then plug in one item at a time until the fuse blows again.
Relay coils draw very little current. If unplugging one of them solves the problem, expect to find excessive corrosion inside, but I find it hard to believe it could draw 20 amps. My guess for the most likely culprit is a grounded wire in the harness. The next would be a shorted solenoid. Still not common, but try unplugging the EGR solenoid, charcoal canister purge solenoid, or the manifold tuning valve solenoid.
