1988 Chrysler Le Baron Fuel Injector

My 88 LeBaron 2.5 4cyl, is getting fuel to the throttle body and through the regulator,but not past the injector down through the intake. I've replaced the injector itself and the fuel pressure regulator.I'm getting 10.80 volts on the left side of the injector and under 4.0 volts on the right side. Still have no fuel coming out of the injector, whats happening?

Does it have spark? That sounds like a problem with the ECM (computer) The injector has power, the other side is grounded by the ECM to make the injector work, If no ground then it cant open. Spray carb cleaner in it and see if it runs, if it does, I would go with the ECM
