1994 Chrysler Intrepid Cooling system

I have replaced the thermostat and the heat sensor, there doesn't appear to be a leak but the car keeps overheating. especially after idling in a drive through.
Should I replace the fan clutch or the whole fan?
Has anyone else been having this problem?

Could be a clogged-up radiator or water pump defective, air in the system if not get it block and pressure tested.
