radiater fans will not turn off

i have a 1999 chrysler voyager 2L in which the cooling fans will not go off i have pulled the fuse out even taken the leads of the battery can you give me some idea please

any lights on at all ,??? have you pulled the relay and try swapping it out with another on in the car yet , it can only be a few things , if you have a check eng light on we need to check the codes , temp sensor could be doing this also , try and isolate it with the relay first
