Fans not Working

I have 1998 Chrysler Grand Voyager 3.3L. The two fans stop working. When i turn on the a/c the fan does not work. A friend ran a cable from the battery to some where on the fan's cables and to a fuse under the stearing wheel so when I turn on the engine the fans work and when I turn the engine off they stop. Some one mention that the problem is aa relay that is close to the battery but he didn't show me where. Do you know where the part is and what is the name of it so I can buy it at a local autoparts?
