2002 Chrysler Grand Voyager Heater won't turn off or down

my car heater is stuck on maximum speed even when I power off the fan still runs, I have swapped around the relays in the fuse box to check them and they seem fine. the hot and cold work just fine it is just blowing full all the time the ignition is on.

Suspect a defective heater control computer. I don't know why the silly engineers insist on complicating an otherwise reliable system unnecessarily, but this is the type of problem that commonly happens with computers.
