1988 Chrysler Conquest losing power when it heats up

Its a rebuilt engine but when i run the car for about ten miutes and it warms up it refuses to go further then 2000 rpm it stops and comes back when it feels like it but its very frequent i also got and boost and exhaust leak what is wrong?
