my car windows are fogging up , we have replaced the heater core which was not leaking, and the problem persists.

It sounds like you are not getting fresh air from the outside. Do you have a choice on the controls for recirculate and fresh air? Make sure it's on fresh. Also, you may want to make sure the vent is opening when you turn the control. You should hear it.
