Fuse # 6 can be installed two ways, one to be hot all the time and one to be hot only with the ignition switch turned on. When it's installed to be hot all the time, current comes through fuse # G, a 40 amp under the hood. That fuse can not be blown because it also powers the starter and fuel pump relays.
Check for voltage on that 15 amp fuse # 6. If it is there, unplug the red wire from the back of the lighter socket and check it for voltage. If it's there, check on the center terminal inside the socket. If it is missing there, suspect the safety thermal cutout built into the back of the socket is defective.
