Check fuse D--40 amp, underhood power distribution center. You also need to check that the fuse circuit is hot, should be hot all the time, use a testlite.
Voltage from there, should go to the low beam relay, left end of dash, junction block. Voltage to the load and coil side of relay, should be hot all the time. After the relay is energized, voltage goes to fuse 12, 10 amp in junction box. Check for voltage at that fuse circuit also.
The headlamp switch sends a signal to the bcm, the bcm grounds the control side of low beam relay. As you can see, it is a matter of trying to track all the circuits. I usually start by checking for voltage ground at the headlamp connector.
