I am trying to locate a fuel filter on a 1998 Chrysler Concorde. I do not see one under the car, is it on top of the fuel tank or in the fuel tank? Do I have to tank the fuel tank out to install it or does it have an access panel in the truck or under the back set?

It is incorporated into fuel regulator and the tank needs to be lowered to replace filter.

Sounds like you got the plastic quick connector off so here is how to remove the metal quick connector, this one requires a special fuel line disconnect tool which your local auto part store should have.

Remove any dirt from the quick-connect fittings.

Wrap shop towels around the hoses to catch any spilt fuel.

At the fuel rail, push the connect fitting toward the fuel tube while depressing the built in disconnect tool with special tool 6751 or equivalent. To disconnect the fitting from the fuel rail, slightly twist the fitting while maintaining downward pressure on the special tool.
Cover the fitting to prevent any contamination.

What's the symptoms? Other than the diesel truck engines, you will not solve a running problem on a Chrysler product by replacing the fuel filter. I know it defies logic at first, but the highest volume of fuel passes through the filter during coasting. Fuel moves through the filter at its slowest rate during heavy acceleration.
