Shut out in the cold 2000 Cirrus Rear Door Latch

2000 Cirrus/Stratus v6 Auto 4 Door 189000 miles

Rear door would not open from inside, now will not open from outside and inside. Child proof saftey is off. Outside handle sticks out a little. Door will not open with outside or inside latch. Not locked should open. How do you get to the mechinism with door in closed postion? Has electric locks and windows.
