2000 Chrysler Cirrus Steering problems

The battery light came on in my car on the dash. Now, I cannot steer my car. It is tremendously hard to even budge the steering wheel to the left or the right. The car can still run and there is power steering fluid in it, but you cannot turn the wheels. What could this be?

The belt is broken or fell off.
