Please give me instruction on how to install a timing belt on this chrysler cirrus.

Unfortunately, the instruction will take forever to type. You are better off getting a repair manual like Haynes or Chilton. If you have never done one better, you are better off having someone else do it. While you are at it, replace your water pump. Here is the very basic instruction

1. Remove both drive belts
2. Remove crankshaft pulley
3. Put jack under engine
4. Remove passenger side engine mount
5. Remove power steering pump mounting bolts and swing the pump away (the only way to get to the timing cover)
6. Remove all timing covers
7. Loosen timing belt tensioner bolts to remove the belt
8. Remove and install new water pump
9. Make sure all timing marks are aligned to rear cover and oil pump
10. Install is reverse
