1997 Chrysler Cirrus broken timing belt

I started my car on a cold Feb morning and it started missing severly and then I heard a pop and the car stalled. The engine will slowly turn over. I believe the timing belt broke, if so is it worth me to replace the belt and hope the pistons or the valves didn't collide. Should I have the heads pulled? The car also has a slow water leak from the water pump that can be replaced when I do the belt.
