1995 Chrysler Cirrus Loud Squealing when turning

When I first start my car in the AM a loud squealing emits. This noise goes away when the car warms up but begins squealing again when I turn the wheel left or right (it's also very difficult to turn the wheel in both directions). Also, there is a hissing coming from my steering wheel. I have full power steering fluid but it appears that some may be leaking (found some on my engine and underneath on other parts), my tires aren't low, what could this problem be? How do I fix this? Thank you!
