1988 Chrysler 5th Avenue windshield wipers

My windshield wiper nor washer works. The wiper motor works. There is no wiper fuse in the block. Cannot find a replacement intermittent wiper relay box in this small town. What is the most likely problem causing the wipers/washer not to work?

Most likely it's the switch in the steering wheel.
