1986 Chrysler 5th Avenue Poor Milage

This car gets a whopping 3kms/ltr. The snow under the pipe is black and sooty. Smells real rich even after car has been parked for a few hours.What are the common things to check??

Hi:
The first thing I would check would be the oxygen sensor. Have you had the computer scanned for trouble codes? If not, stop at a nationally recognized auto parts store. They will most likely scan it for free. That way if there is a problem with a sensor, you will know for sure which one it is.
