2005 Chrysler 300 Gas Tank

When filling my gas tank, the gas nozzle contstantly shuts off and I cannot easily fill my tank. The dealer just replaced the Fuel Filler Tube and there has been no change. What else could be causing this issue?

I would have thought filler tube since the vent tube is part of it.

Since the dealer did it I assume they diagnosed it?
Since it didn't repair it, I would ask to have the old one put back or have them re-check their work to verify the new one was installed properly.
