2000 Chrysler 300 Tilt steering wheel

The lever that is supposed to disengage the tilt mechanism on the steering wheel seems to operate correctly, but the steering wheel will not tilt. I don't usually use it, so I don't know when it stopped working - it could have been after I replaced the dash cover assembly, since the entire steering column had to be dropped down. Any ideas of what is wrong? I don't have a drawing that shows how the mechanism is supposed to work.
