my 1999 chrysler 300m is making a clicking sound when engine car is on and the oil symbol keep on blinking the original owner said that he had put a new rebuilt motor but the noise seems to be coming from the engine

Check the actual oil pressure with an oil pressure tester. This will determine if the oil pump is failing/engine bearings/clogged pick up screen/low oil. Check the pressure and comeback with the readings.
