2002 Chevy Venture Windshield wipers

My windshield wipers were frozen just above the stowed position. When worked free, they operate fine, but would stay in the straight up position when turned off. I replaced the wiper motor, but problem still exists. Is there some sort of relay in the electrical system that needs checking?

no relay, will need to test the wiper (multi-function) switch.
