2002 Chevy Venture seat belt will not retract

2002 Chevy Venture 6 cyl Front Wheel Drive Automatic 62000K miles

driver side shoulder/lap seat bell not retract. Can I remove the seat belt wheel housing open and check the drive wheel? How to remove the cover? Thanks.

Your just going to have to replace the seat belt you never repair seat belt's.
