1998 Chevy Venture windshield wipers stay up in the on post

I recently had a new water pump installed. Now my wipers stay up in the off postion. I also recently replaced my battery, and found a loose wire. My friend seems to think that when they replaced the water pump they didn't rehook up this wire, which may be the reason why they are staying up. We looked for the location to rehook up this wire, which it has a plug so it goes somewhere. I just can't find it. Please help me locate where this goes or can someone give me a general idea where to look. Thanks

The wiper motor is on the same side as the battery and the water pump.

I can't conceive pulling a wire out of the wiper harness unless someone did it while removeing or installing the front end strut bar. the wiper motor is just above the fire wall side of this bar.

You do not have to remove this bar to change a water pump. You do to change the battery.
