The park lock solenoid is designed to not allow you to shift from park unless your foot is on the brake. Now that I said that, I have another question that I hope makes sense. Do the brake lights work when your foot is on the brake. The park lock solenoid is actuated by the brake light switch. If it doesn't work, you can't shift from park. Let me know what you find.
