1995 Chevy Van AC Fan not blowing properly

My AC and vent fan blows properly when idle but when I step on the gas the blower blows down thru the heater vents towards the floor instead thru the vents up on the dashboard. I replaced all the vacuum hoses but no luck. Also the vacuum hose goes to a big black ball attached to the engine hood. What is that for? Anybody have any Ideas of the problem. Thanks

That ball is a vacuum canister
it equalize vacuum and supply when engine vacuum is low
