1993 Chevy Van Fuse keeps blowing out

My horn, radio and dome lights stopped working and I found that the dome light wires were burning the light fixtures! I disconnected the lights to prevent fire and checked the fuse box to find that the fuse was blown. tried many times to replace the fuse (even with higher voltage) and Im getting spark and instant blown fuses. Checked and taped wires for lights but the wires look fine and problem still persists. How do I bypass fuse box to get my stereo working? How do I fix problem with dome lights?

must be wiring rubbing somewhere. will have to trace down entire wiring for the dome light circuit to repair
