Air Conditioning problem
1988 Chevy Van V8 Two Wheel Drive Automatic

my van's ac unit is blowing almost warm air. the compressor is cycling off and on about every 5 seconds. i hooked up a gauge on the low side and it would fluctuate between 15 psi and minus 10 psi.the tubing after the orifice is cold but after it passes through the evaporator it feels the same as the ambient temperature. i'm wondering if the refrigerant is too low or maybe a blockage in the evaporator or elsewhere.

Charge is way too low! Low side at 75 degrees should be in the 30-40psi range, and high side between 150-200psi.
