1987 Chevy Van EGR Testing

I have an EGR error code on the van. When I put a vacuum gun on the EGR with the engine running the vaccuum will not hold the EGR open and does not kill the engine. When I remove the EGR from the engine and use the same vacuum gun the EGR valve holds at approx 8 in. Is the EGR bad or not????

It should hold more then 8 inches and should hold with the engine running you need a new valve.
