1979 Chevy Van Locking wheels?

Tires and Wheels problem
1979 Chevy Van Two Wheel Drive Automatic

We borrowed a chevy van for the weekend . its quite old . being a 1979 .. the front tire ( passenger side) the tread is being torn off from use ... we have been trying all morning to get the blood thing off . we have pulled and pulled . hit it with a hammer, added WD40 thinking it was rusted onto the van, but nothing is working .. Can you tell me if it is a lock of some kind and if so . how do we unlock it

Once all lugs are loosensed, put 1 back on about 3/4ths of the way and kick the top of the tire, It is the rust holding it...
