2001 Chevy Cavalier Wiper Blades won't stop

In cold weather my wiper just keep going. Sometimes they just stop on their own and others I can fool them by turning on a long delay then turning them off once they are resting.

Most likely, I expect it is the wiper motor cover as the source of trouble.
