1997 Chevy Truck Wont charge

Ive changed the alternator and battery and i cant keep a good charge. I checked the battery cables and they are also good. If i turn the lights on or heater on the amps wants stay above 9 but if they are off then it reads 9. Im running out of ideas what it might be can you help?

check all the grounds on the vehicle, and check the wiring from the alternator to the battery, definately sounds like a wiring problem.
