1996 Chevy Truck Turn Single Flasher keeps clicking when dr

Turn single flasher keeps clicking. All bulbs a good and have repaced the turn signel flasher twice, to make sure I do not have bad flasher.It will click even when parked. Checked most of the grounds thinking it might be a bad ground. It will go away once you get upto about 50 miles per hour. I can get it to stop when I pull ING-A fuse under the hood. Is there a wiring diagram I can get.
