neutral safety switch?

my key wont turn ,will a neutral safety switch cause that on a manual transmission?

A manual transmission doesn't have a neutral switch per say.. they have a clutch switch so that the clutch mus be depressed to start the vehicle. But no, it shouldnt stop the key from turning
