1996 Chevy Truck brake & hazard lights

"key on"-brake lights on all the time, press brake and they turn of, hazards do not work until u press the brake , they only work right front if turn signal switch is on left, if haz switch is pushed in only half way haz lights are intermittent,
"key off" brakes & hazards work correct,

there is power to and from all fuses and relay, and i hear a click from under dash when brake is pressed, could all these problems be related to the brake switch? or is it a grounding issue, because the heater also doesnt work{ blower will not turn on} and also if the key is turned between acc. and run- tack, speedo, and other dash lights go crazy and hi low relay on pass side above heater buzzes? any help will be appreciated.

Hi:
I would start by removing and checking the hazard switch. It sounds like it's bad.
