1993 Chevy Truck Tempature guage

My tempature guage doesnt work no movement at all, it stays on cold(below 100dgs). Changed the sensor in the block and tested the sesor in the intake manifold. Wires look ok. Do i have to change the instrument cluster?

how are the fuses for the guages. try disconnecting the wires going to the sensor on the block and connect them with a piece of wire. Some vehicles only have one wire, if thats the case ground it to see if the guage works. also check the wiring for loose or correded connections.
