1993 Chevy Truck tail lights

my tail lights do not work, the fuses are good, i have 13 voilts on both sides of tail light fuse, but i show 25 v on the panel light fuse, i have been told that they are connected, i can find no other problem such as with the wires back to tail lights, any ideas? please help

You need to test the light switch and the brown wire that powers the running lites to the back-
