1993 Chevy Truck engine oil

i have a 93 chevy k3500 that when you start it the oil pressure is at 60 psi and after a few minutes it drops to 5psi and i find that there is no oil getting to the top end of the engine has new oil pump already installed

The oil pick up is probably installed too close to the bottom of the pan.
