1990 Chevy Truck Running Rich

I've inherrited a 1990 Chevy K1500 with a 4.3L engine. Replaced Catalytic Converter and Oxygen sensor. Exhaust still smells and engine still running rich. Idle runs a bit high. Any suggestions? Possibly an internal engine problem?

Maybe TBI bleeding and causing rich mix. Hook up timing light aim at TBI spray should be fine and 360 deg patteren . If you see droplets then ijn. needs replacing
