1990 Chevy Truck Noise after changign system to 134a

My A/C has been converted to 134a and the entire system has been replaced with new parts from NAPA auto parts. Question...When truck is idling with the A/C on the truck has a Growl or Harmonic sound coming from around the compressor area. When driving normal you do not here the noise, only when idle or not pressing on the gas. I had a certified repair person do the work and he has replaced the compressor and other parts twice. Still the same noise. Any Ideas
