1989 Chevy Truck V8 Four Wheel Drive Automatic

low volts on volt gauge. Alt has been checked and is putting out almost 15 volt when being tested. When in truck it shows 12 volt.I have 12.38 volts going in and that should be enough to turn on voltage regulator. The brown wire on alt harness has no volts showing, according to Chiltons the brown wire goes to my inst clust, gauge in the truck shows only 12volts. The test to check for short came up no short(test light on pos cable and touch to pos side of battery, test light doesn't turn on). What am I overlooking and where do I go now?

If you have the test light on the + cable and touch the other end to the + side of the battery, it won't light up. Review the directions you have and let me know what you find.

Truck has 12vollts, new alt, good grounds and fuses. Battery has 12.5 w/o truck running, 12.16 while running. No power coming off alt wiring harness, brown wire goes to harness going to instrument cluster. All this started when electronic t/s flasher went out, flasher has been changed and t/s work now but still have low volts
