1988 Chevy Truck Hard to steer

I recently had lower control arm, upper ball joint, lower ball joint, and steering arm replaised. Got back from mechanic w/ steering resevour empty. I filled and now truck wont hardly turn. I tried bleeding lines with tires off of ground and turned wheel back and forth 30times. with same outcome. What is wrong is it possible the mechanic got control arm or steering arm to tight?

it sounds like he did something wrong. you had no steering at all when you picked up truck? do you see fluid leaking? if the pump was out of fluid i would be looking in that area before a suspension part
