1978 Chevy Truck rust in fuel

This truck has dual tanks, it seems to get what looks like rust into the carb. Enough thru the filter to cause problems. Is it common for this age vehicle to get rust in the tank. What could be the fix for this problem

Hello, I'd have to drop the tanks and take a look inside. Sometimes you can clean them, if it is worth the trouble? Maybe you need a new tank/s? I might also replace the fuel lines. I have seen people use more than one inline fuel filter, but? I don't think that is the correct fix.
