2006 Chevy Trailblazer Windshield wipers malfunction

The wipers operate only on the high speed setting. No other setting works, including the bottom washer setting. Also, when turned to a lower setting, the wipers stop immediately and do not return to the "home" position.

suspect faulty wiper/washer switch or wiring to switch.
