2006 Chevy Trailblazer Dim headlights

My dim headlights are not working and it's not the bulb. I've tested the voltage at the fuse box, and got nothing. I was kinda thinking maybe the switch, but the hi beam works. Any suggestions on where to check next or what to do?

just because hi beam works doesn't mean switch is good. could be the headlamp switch itself or the dimmer switch . need to check both.
