take a big hammer and hit it real hard. it should shock it to pop off. try to hit between wheel studs (be careful)

I hit it with hammer and it wont come off.. Is there anything else you can think of?? There is a center hub that looks like it uses a special key to get it off could that be it ?

no special tools, you have to beat it off. smash it in pieces if you have to. ** you are most likely going to have to replace the e brake shoes and all hardware too.
